Top 3 Energy Code Changes Coming to PA

With the Pennsylvania Uniform Construction Code updating to the majority of the 2015 I-codes on October 1, 2018, the first question most builders have is, “what are the biggest changes?” The simple answer for residential construction is energy. The 2012 IECC and Chapter 11 of the IRC saw a substantial jump in energy efficiency over the 2009 versions. The 2015 versions did not see as large of a jump, but now include an additional compliance path. With Pennsylvania now leaping from the 2009 energy code to 2015, what are a few of the biggest changes that will impact builders?

  1. More insulation/better windows: Table R402.1.2 of the 2015 IECC includes changes all over the board for climate zones 4, 5, and 6. Expect more insulation in attics, exterior walls, basements, and higher performing glazing.
  2. Increased and tested airtightness:Starting in the 2012 IECC, blower door testing was required to verify airtightness requirements (no more visual inspection). The UCC Review & Advisory Council amended the target for PA to 5 ACH50.
  3. Tighter ducts: Duct tightness targets when conducting a duct blast test have been lowered across the spectrum of testing options. One option that is still available is to bring all ducts into conditioned space to avoid the testing requirement.
