2018 PA Alternative Residential Energy Provisions is Available

The 2018 Pennsylvania Alternative
Residential Energy Provisions (PA-Alt) have been successfully published!
This document will take effect on October 1, 2018 in the Commonwealth of
Pennsylvania.
The PHRC developed the PA-Alt for consideration by the Pennsylvania Department
of Labor & Industry (DLI) to meet their legislated mandate to consider the
development of alternative prescriptive methods for energy conservation that
account for the various climatic regions within the Commonwealth per Act 45 of
1999. The PA-Alt was developed with the intent of being simpler to build to and
easier to enforce; more rational and flexible; focused on Pennsylvania in terms
of climatic and other conditions; and equivalent to the provisions of the
International Energy Conservation Code (IECC).
The development of the 2018 Pennsylvania Alternative Residential Energy
Provisions (PA-Alt) was led by the PHRC with guidance from a subcommittee of
the PHRC Industry Advisory Council. The PHRC would like to recognize the
following members of the PA-Alt Subcommittee for their contribution of time and
knowledge: Bob Hart, John Holahan, Jon Kautz, Jerry Leach, Gary
Lenker, Robin Loughran, R. Clem Malot, Amy Martino, Tom McCosby, Sarah Miller,
Chad Owens, Tommy Songer, Jon Sukonik, and Mike Turns.
This document was developed by Brian Wolfgang, associate director; Christopher
Hine, housing & land development specialist; and Sarah Klinetob Lowe,
housing systems specialist of the PHRC. Energy equivalence analysis was
performed by Sarah Klinetob Lowe. The document design and formatting was done
by Rachel Fawcett, budgets & publications coordinator of the PHRC. The 2018
Pennsylvania Alternative Residential Energy Provisions were developed by the
PHRC as a service to the Pennsylvania Department of Labor and Industry on
behalf of all the consumers of housing in Pennsylvania.
