Code Update Training
In accordance with the requirements of Act 45 of 1999 as amended, the Pennsylvania Uniform Construction Code (UCC) Review and Advisory Council (RAC) completed the review of the 2021 I-Codes in 2024. To learn more about these upcoming changes, schedule a training with the knowledgeable staff of the Pennsylvania Housing Research Center today!
The Department of Labor and Industry has submitted the regulatory package to adopt the 2021 changes into the PA UCC. The package is scheduled for consideration on October 16, 2025, with a date of implementation or “effective date of regulations” of January 1, 2026.
What this means:
- Builders wishing to use the current 2018 PA UCC must have a design or construction contract signed before January 1, 2026, and apply for the building permit by June 30, 2026 (within six months).
- Any design or construction contracts signed on or after January 1, 2026, or permit applications submitted on or after July 1, 2026, must comply with the 2021 PA UCC.
Live Training Modules
PA UCC Residential Code Update: Part 1 (1 hr)
This session will review implications of transitioning to the 2021 ICC base codes, discuss PA legislative and RAC amendments, and dive into some highlights of the new code provisions for residential construction.
PA UCC Residential Code Update: Part 2 (1 hr)
This session will build on Part 1 by providing an overview of the most substantial changes between the 2018 and 2021 ICC base codes for residential construction.
Decked Out: A Dive into the Updated 2021 IRC Deck Code Provisions (1 hr)
This session will address the current and updated provisions in Chapter 5 of the 2021 IRC for decks.
Continuous Insulation in the 2021 IRC (1 hr)
This session will highlight key changes, compliance strategies, and best practices to optimize energy efficiency and meet new energy standards regarding continuous exterior insulation.
2021 Residential Energy in PA (1 hr)
This session will provide an overview of energy-related code provisions in the PA UCC with an emphasis on the recent changes associated with the 2021 IRC/IECC adoption.

Training sessions can be held in person at your location or via Zoom. Due to overwhelming requests for training, groups of 10 or less may be asked to consolidate with another group or to start with scheduled webinars.
