2025 Pennsylvania Alternative Residential Energy Provisions now available

The 2025 Pennsylvania Alternative Residential Energy Provisions (PA-Alt) have been successfully published! This document will be incorporated into the PA Uniform Construction Code on the effective date of the 2021 ICC code provisions, as adopted, on July 13, 2025, in the Commonwealth of Pennsylvania.

The PHRC developed the PA-Alt for consideration by the Pennsylvania Department of Labor & Industry (DLI) to meet their legislated mandate to consider the development of alternative prescriptive methods for energy conservation that account for the various climatic regions within the Commonwealth per Act 45 of 1999. The PA-Alt was developed with the intent of being simpler to build to and easier to enforce; more rational and flexible; focused on Pennsylvania in terms of climatic and other conditions; and equivalent to the provisions of the International Energy Conservation Code (IECC). The 2025 PA-Alt is equivalent to the 2021 IRC and the 2021 IECC as modified in the PA UCC.

The development of the 2025 PA-Alt was led by the PHRC with guidance from a subcommittee of the PHRC Industry Advisory Council. The PHRC would like to recognize the following members of the PA-Alt Subcommittee for their contribution of time and knowledge: Bryan Kehm, Amy Martino, Tom McCosby, Chad Owens, Jim Royer, Jon Sukonik, and Frank Thompson along with the support from external consultants, Sarah Klinetob Lowe and Michael Arblaster.

This document was developed by Christopher Hine, associate director; Rachel Fawcett, housing affordability specialist; Pamela Slusser, residential design & construction specialist; and Darrin Wright, high-performance housing specialist. Energy equivalence analysis was performed by Sarah Klinetob Lowe, external consultant. The design and formatting of the document was completed by Rachel Fawcett.
