PA Uniform Construction Code 2018 Code Review – Here’s How to Get Involved

The 2018 ICC Model Code review cycle for the Pennsylvania Uniform Construction Code (UCC) has officially begun. This will be the first full review cycle undertaken by the PA Department of Labor and Industry’s UCC Review and Advisory Council (RAC) since Act 36 of 2017 changed the review process.

Are you interested in weighing in on this process? There are two distinct ways to provide input:

  1. Public Comment Period: The Department of Labor and Industry is seeking public comment on the 2018 International Code Council codes. The public comment period opened on June 13, 2019 and will last 120 days, closing on Thursday, October 10, 2019Submit Public Comment on the 2018 Triennial International Codes adopted as the Uniform Construction Code.
  2. Technical Advisory Committees: The PA Department of Labor and Industry is seeking individuals interested in serving on the 2018 UCC RAC's Technical Advisory Committees. The committees shall be charged with assisting the UCC RAC in their review of the 2018 International Code Council codes. The application period opened on June 13, 2019 and lasts 30 days, closing on Friday, July 12, 2019. Submit a participation form with your information to be considered

 

Timeline of the RAC review of the 2018 ICC Codes:

  1. Review begins in June 2019: The RAC shall commence its review of the updated sections 21 months following the publication of a new edition of the ICC codes.
  2. Public comments open June 13 – October 10, 2019: 120-day public comment period.
  3. Report submitted in June 2021: The RAC shall submit a report to the secretary within the 24-month period following the commencement of the review process by the council with sections of the updated codes and additional codes that are specified for adoption or modification.
  4. Regulations effective in March 2022: The regulations adopted shall become effective 33 months after the commencement of the RAC review.
